2025 HOA Assessment Amount Change

The 2025 Budget Package hs been mailed to the membership following the Board’s adoption of the Budget at the September Open Session Meeting. The Budget Package details the assessment rates (dues) that will be effective January 1, 2025.

The General Manager partners with the Budget Finance Committee and Board of Directors each year to thoroughly review the current budget. This includes evaluating the operating expenses covering day-to-day activities and the Association’s Reserve Fund, which is marked for future large component replacement projects such as streets, concrete, landscape, and clubhouse amenities.

As a part of this process, we also project future operating expenses based on current contracts, inflation rates, utility rates, and other economic factors. This ensures we can meet our commitments without straining the association's finances or running a deficit.

On an annual basis, the Association’s Reserve Study is updated using a contracted Reserve Analyst Professional. This study evaluates the lifespan of community assets such as pools, clubhouse amenities, streets, sidewalks, landscaping, lighting, gates, etc. This helps us to predict when these items will need repair or replacement and what the projected costs might be. Member feedback and suggestions are another major factor in determining the budget.

Blackstone has what’s referred to as three Cost Center Budgets. The entire membership of 1,466 homes pays into the Master Cost Center Assessment. 985 homes reside behind gates and pay into the Gate Cost Center. 110 homes pay into the final Cost Center, Landscape 5B, that reside around an additional parcel of landscaped land in the community.

Homeowners often ask, "Why are the monthly Assessments increasing?" In Blackstone’s case, the Master Cost Center Assessment has been stable since 2016 without any changes. Over the past nine years (2016 - 2024), costs have steadily and sometimes aggressively risen, causing cost increases for the Association’s utilities, maintenance, and general operations. Inflation, enhancements, unforeseen expenses, and ensuring adequate reserves are all significant factors in why the Board at Blackstone has determined the Assessments needed to increase in 2025.
