Blackstone is a Homeowners Association Community (HOA). People choose to live in HOA’s for numerous reasons. Many Associations Owners value the inherent benefits offered by Community Association Living. Community Associations are designed to manage common or shared property, protect owners’ property values, provide services to the residents of the community, and develop a sense of community through social activities and amenities. By purchasing a home in Blackstone, all owners agree to abide by the community-established governing documents (rules). Residents that are renting a home from an owner are also required to abide by the rules. One of the ways Blackstone works to protect property values is by conducting weekly visual inspections by driving through Community. During these inspections, our Compliance Coordinator inspects the exterior of the homes in Blackstone. They are looking for homes that may need paint, and homes that are storing misc. items on the exterior, modifications to the home that may not have been approved, lighting modifications, homes that are in need of landscape work, and more. All of the items the Association Management Team inspects are items listed in the Association's Governing Documents. The other way a compliance matter may be brought to our attention is if a resident reaches out to the Management Team to report a concern.

If a resident contacts us with a safety concern, we will immediately instruct that resident to contact the Authorities. As much as Blackstone strives to help support a safe community, safety concerns are the responsibility of Law Enforcement. Residents should always report safety concerns to Law Enforcement and then inform Management in case there is action needed from the Association.
How to Report a CC&R Violation
Although our community has inspectors to enforce the rules and regulations, we ask that all residents help keep Blackstone beautiful by reporting violations. If you observed a property in violation of the CC&Rs you can report the violation by completing a Master Association Complaint Form and submitting it to our Compliance Coordinator. Resident Reports must be received in writing either by email or letter. Management will not act on anonymous tips.

When possible, please submit a photo of the violation via email after submitting the form.
All reports from residents remain confidential for that resident unless the matter were to go to a higher level of legal action. Once a concern has been received in writing, Management will inspect and issue a First Courtesy Notice. Civil Code dictates a due process requirement for residents that the Association must follow. That process can often be lengthy. With Blackstone's current meeting schedule, it can take anywhere from 2-6 weeks before a resident reaches a Hearing before the Board of Directors if they have failed to comply with previous notices. The length at which a resident chooses to comply with the Association's requests for compliance is slow and at each individual's pace. Many residents are unaware that they have violated a Governing Document Rule until we contact them. It is important for residents to understand that just like their report remains confidential for them, once a compliance process has been started on a home, that remains confidential for that home as well. Management is not able to share where we are in the process of conducting compliance on a home if a resident reaches out to follow up, we can only assure you that we are working on it.
